In most cases, the greatest opportunity to gather high quality data is at the point of collection. The implementation of a tool that can verify an address at point of capture, and include the means to convert the verified address to the AS4590-2006 standard would vastly improve the quality of address data, and increase the ability to pass that data between agencies where required.
